A formal criminal fraud report has been lodged at Ditreskrimsus Polda Bali against the representative of Australian developer Jamie McIntyre. The company’s own director filed the report. Bank records have been handed over. Investors deserve the full picture.
Investors in Bali and Lombok property projects affiliated with Australian developer Jamie McIntyre and his Lux Projects Bali / Lux Property Group operations should be aware of significant formal legal developments that have occurred in the past three months — developments that McIntyre’s own websites have not reported.
LAPORAN POLISI — POLDA BALI | OFFICIAL POLICE REPORT
Report number: LP/B/190/I/2026/SPKT/POLDA BALI
Filed: 25 February 2026, 11:55 WITA
Filed by: Christina Natalia — sitting Indonesian director, PT Bali Real Estate Investments
Named suspect: Barry Kevin Grossman — Australian citizen, born Calgary, Canada, 1960
Offence alleged: Tindak pidana penipuan — criminal fraud, Article 492 KUHP
Incident location: JL Mertanadi, Gang Limanan — kantor PT Marina Bay Investments
Investigating unit: Ditreskrimsus Polda Bali — Direktorat Reserse Kriminal Khusus
Ditreskrimsus — the Directorate of Special Crimes Investigation at Polda Bali — handles serious financial crime, investment fraud, and complex corporate cases. This is not a local neighbourhood complaint. It is a formal criminal report lodged with the specialist financial crime unit of the Bali Regional Police.
Barry Kevin Grossman is a Canadian-born individual operating in Bali as McIntyre’s representative. Under Indonesian Law No. 18/2003 on Advocates, foreign nationals cannot practise Indonesian law or represent parties in Indonesian proceedings without proper authorisation. Grossman is not registered with PERADI and is not authorised to practise law in Indonesia.
What the Company’s Own Director Has Disclosed
Christina Natalia is the sitting Indonesian director of PT Bali Real Estate Investments — the registered entity behind Lux Projects Bali. She is the company’s legally accountable officer. In early 2026 she:
- Filed formal criminal reports against McIntyre and his representative at Polda Bali
- Handed over official bank records of PT Bali Real Estate Investments to relevant authorities — those records document the flow of client funds, including funds paid for Lombok villas that were applied to separate Bali projects
- Provided statements to TechBullion journalist Aftab Ahmad (published 11 March 2026) confirming company account balances had at points been only in the thousands of Australian dollars and that contractor disputes had progressed to court
This is a disclosure from the company’s own director from the company’s own financial records — not an allegation by an opposing party.
The Enforcement History in Bali
- December 2025: Satpol PP Badung stopped work on McIntyre’s Kerobokan Kelod construction project. No building permits existed for the 70-unit development. Stop-work issued 29 December 2025. Workers defied the order on 11 January 2026. Reported by Bali Terkini, 12 January 2026.
- Multiple contractor lawsuits filed in Denpasar District Court, including Case 1536/Pdt.G/2025/PN Dps, for unpaid construction invoices connected to Lux projects.
The Marina Bay City Dispute
McIntyre has marketed Marina Bay City — a 150-acre master-planned beachfront development in South Lombok — as his project. PT Marina Bay Group confirmed in December 2025 that his ownership claims are ‘incorrect, misleading, and contradicted by official Indonesian corporate records.’ The Conditional Sale and Purchase Agreement defaulted because payments were never made. No ownership transferred. Kinnara Limited holds independently audited accounts. No discrepancy, misappropriation or irregularity has been identified. The only authorised Marina Bay City website is www.marinabaycity.com.
The Fake Media Campaign
Since November 2025, McIntyre has published an escalating volume of false articles across fake websites designed to appear as independent news outlets. Over 20 articles appeared in a single day on 16 March 2026, all targeting Kinnara and its founder Adrian Campbell with false allegations of fraud and theft. None carry named journalists. None cite verifiable sources. All are contradicted by the completed audit and official bank records.
⚠ Any investor who has paid funds to Lux Projects Bali, PT Bali Real Estate Investments, or any McIntyre-affiliated entity for a Lombok or Bali development and has concerns about the application of those funds, is encouraged to contact a qualified Indonesian lawyer and to report concerns to Ditreskrimsus Polda Bali.
The official bank records are in the hands of authorities. The director of McIntyre’s own entity has filed criminal reports. The specialist crime unit of Polda Bali is investigating. Investors deserve to know this — because McIntyre’s own websites will not tell them.
The only authorised Marina Bay City development website is www.marinabaycity.com. Kinnara’s corporate website is www.kinnara.asia.
